首先國際足聯的计界杯目標是讓本屆世界杯成為“最為壯觀”的賽事 ，因凡蒂諾希望通過大幅延長傷停補時的划世時間 ，來讓每場比賽的变革平均時長達到100分鍾 ，這樣就顛覆了一場足球比賽=90分鍾的常规概念。
此外國際足聯足球發展負責人溫格還提出了“自動判定越位”的时间問題 ，這是延长一項技術革新 ，如果技術可行 ，至分钟便能在很短的计界杯時間內發送信號傳遞給主裁（類似門線技術），這樣也可以大幅增加實際比賽的“活球時間” 。
