在此前的國際足聯大會上 ，國際足聯主席因凡蒂諾依然沒有放棄改製世界杯的想法 ，之前因凡蒂諾就曾經提出把世界杯改為2年一屆 ，但這個提議被拒絕了 ，更多的議員覺得世界杯兩年一次太過頻繁了，不利於足球的發展 ，這不被拒絕之後的因凡蒂諾依然沒有死心 ，他提議世界杯改為3年一次 。
