中國足協4月3日發布的俱樂部解決欠薪寬限期的通知 ，是入规修改了足協製定的準入規則；但並不代表中國足協修訂了自由身規則（國際足聯規則是欠薪兩個月 、大部分中超工作合同規則是则和自由则并欠薪三個月）；準入規則和自由身規則是並行不悖的 。所以 ，戴伟中國足協允許俱樂部欠薪準入，同樣地 ，球員依舊可以因為被欠薪抵達兩個月而要求自由身 。
